UNGASS 2010 – Philippines

Preparation towards another good practice in the region

The next round of reporting on the 2001 Declaration of Commitment on HIV/AIDS will take place in 2010. Country progress reports should be submitted no later than 31 March 2010. The Philippines has submitted three UNGASS reports (2004, 2006 and 2008). Tthrough the years, the Philippines has much improved its data report. In fact, The 2008 Philippine Country report was lauded by UNAIDS for having the most comprehensive data reported by a country. The UNAIDS website presents the UNGASS Guidelines on Construction of Core Indicators for 2010 reporting for guidance on the recommended methodology for core indicators. Now what is different that for 2010, for the first time, countries will be able to submit their data directly through an online reporting tool. The use of such tool requires only an internet connection and includes features to facilitate data entry, submission management, and data sharing with relevant stakeholders. Data reported to UNAIDS through the online reporting tool in 2010 can be used with existing national programme data by exporting the data to the Country Response Information System (CRIS 3).

Optimizing Monitoring &Evaluation (M and E) and Strategic Information (SI) online tools

Forward looking to another good practice in HIV and AIDS M and E system in the region, in October 2009, the Philippine National AIDS Council (PNAC), with support from UNAIDS Philippines, has recently launched the preliminary version of the online National M&E Database dubbed CRISPINOY(or CRIS3 for Pinoys (slang for Filipinos).

CRISPINOY currently houses the existing database of HIV initiatives by civil society organizations (CSO) and local government units (LGU) around the country. This will serve as the database framework for 2010 UNGASS national reporting mechanisms.

The national database is envisioned to hold relevant online Monitoring and Evaluation (M&E) and Strategic Information (SI) tools as well as other related databases (or at least be linked to these). So far, these include the National HIV Research Database, the Philippine M&E Blog, the Philippine M&E Reference Group Forum and Pinoy UNGASS Forum, and the Philippine National AIDS Registry.

CRISPINOY was developed by a group of database developers under the guidance of the National M&E Working Group (MEWG). The PNAC Secretariat, currently being trained for database management, manages the database, with support from the Health Action Information Network (HAIN), PNAC’s CSO member and M&E technical support arm.

By 1 December 2009 a full version will be available for Member States to use to enter their data and submit their UNGASS report.
